Welcome banner - Changing

I'd like to change the "Welcome to Jetspeed ->" text.
I edited:

WEB-INF/templates/jsp/navigations/html/en/top_loggedIn.jsp
WEB-INF/templates/jsp/navigations/html/en/top_default.jsp

Restarted, clear caches, but no change.  Is that string someplace
else?
