[osuosl-openpower] Issues with one of the hypervisors (openpower2)

One of the POWER8 hypervisor machines just went down and I'm attempting to
bring that machine back online. I'm not sure what caused the original issue
but it might be hardware related. It should be starting VMs on it very soon.
