  The only answer, after considering the various headaches in launching the
  apache -k install command, is to test for the most obvious fault points in
  real_features, our MSI extension that already probes for WinSock2, etc.

  By identifying that port 80 or 8080 is in use, it could come up with an 
  alternative port.  It could finally test the selected port in a user-select
  dialog.

  This change doesn't need to wait for a specific release, just for the
  availability of someone to try hacking this fix.
