[RELEASE] Apache CouchDB 1.7.1

Dear CouchDB Community,

The Apache CouchDB development team is proud to announce the
immediate availability of version 1.7.1.

1.7.1 follows shortly after 1.7.0 because some users have noted
an unintentional breaking API change[1] involving _all_docs and
database members, barring them from updating from 1.6.1 or
earlier to get away from a vulnerable version of CouchDB.

1.7.1 includes one extra commit over 1.7.0 that fixes this
issue.
