[users@httpd] Apache/1.3.19 accept_on_mutex: Permission denied

Running Apache 1.3.19, mod_perl/1.25 mod_ssl/2.8.2 OpenSSL/0.9.6g on 
RedHat 6.2. OpenSSL was just upgraded (from 0.9.6a) and 
Apache/mod_perl/mod_ssl recompiled. When Apache is started this error 
appears in the error log:

accept_on_mutex: Permission denied

and the server fails to start. This occurs once for each spawned child 
(5). Nothing apparent with LogLevel debug. An strace reveals each child 
encounters an EACCES error in a semop() call.

Any assistance, thoughts, etc. would be greatly appreciated.
