Cocoon 2 doesn't render

Hello Chaps!

Installed cocoon into tomact (3.2.1).  Looks like the war file
installed since connecting to /cocoon works.  I'm looking at the xml
files in that subdir and they aren't rendered (ie coccon doesn't pick
them up).  

Is there anything I forgot?
