The current logic is if the interface is already up, then don't need to do the arp broadcast.

So, switch would take quite some time to figure out VR's new public ips, especially if IP has been used before.

This is the partial reason of CLOUDSTACK-3643, which result in ssh through (reused) public IP takes forever, and may or may not success.
