It would be nice if you could post to an Apache project mailing list from Apache Jira using the Jira account, so you wouldn't have to subscribe to a list and wouldn't need a mail client (web mail accounts are often blocked within corporate environments).

This would be a JIRA plugin with just a simple text entry field. The recipient list could not be entered freely, but would rather be selected from a predefined set from a drop down.

Jira is not a mail client, we don't intend Jira to be used in this way.

Any comments made in Jira issues automatically get posted to the appropriate projects mailing list anyway, so if you have comments regarding any issues, do so on the jira issue and the mailing list will receive it. Any comments or subject matter that are not to do with Jira issues then you must post directly to the appropriate list, either via your mail client or use a service such as nabble.
