Right now, we cannot really specify the host and port on which an Atlas instance would start. This would be useful for many reasons:
* It would prevent duplication of the different ways in which we can specify this information and make things consistent.
* It would help in multi-homed machines to bind to a preferred address etc.
This was raised as one of the review comments on ATLAS-511. Will fix this going forward
