OSGEO sync

Hi guys,

I use some artifacts from OSGEO (http://www.osgeo.org/) in my build, and
they have their own maven repository
http://download.osgeo.org/webdav/geotools/ which is super slow and my build
fails because the connection times out. So I asked them why they don't
publish to the maven central and their main concern is that they release
quite frequently and a lof of artifacts each month. So they ask me if the
maven central repository has some MB threshold per month. Do you know of
such quota? If not what would be the best way to go - via nexus?
