Access Denied

I have download activeMQ and  extract in some folder wiche is located in disk
C:\
Then I tryed to run InstallService.bat file and I have the error:
*wrapper  | OpenSCManager failed - ╬Єърчрэю т фюёЄєях. (0x5)*
I tryed to run this bat file through admin , but it didn't help!
I work on Windows 7 , 64bit version
Please help me
