No widget menu when maximised

After maximising the widget view, there's no menu to edit preferences etc,
only the option to go back to the initial view. Is this a bug or expected
behaviour?

It is expected behavior, but not necessarily correct.  Are there any usability experts lurking that can help us figure out what the right interaction model is?
