When cancelling maintenance the management server tries to SSH into the KVM Agent to invoke "service cloudstack-agent" restart.

Not all clusters have SSH access enabled for the management server towards the KVM Agent.

The production systems I work on only allow SSH keypair login via SSH and the management server doesn't store any credentials.

A setting to tell if SSH login should be allow would work here. It should be enabled by default to keep the current behaviour, but users can change if they want to.
