Given Yongjun's [initial proposal|http://mail-archives.apache.org/mod_mbox/hadoop-yarn-dev/201602.mbox/%3CCAA0W1bT9uOh8Pc5nctg5yCDGku2DKPbWQcpr-Y2V7h-BQHi_bQ@mail.gmail.com%3E] haven't met any objections, and this has been discussed during [2.6.4 vote|https://mail-archives.apache.org/mod_mbox/hadoop-hdfs-dev/201602.mbox/%3C1455244919423.38327@hortonworks.com%3E] which has a broad audience, I plan to go ahead and update the [HowToRelease|https://wiki.apache.org/hadoop/HowToRelease] page with the content in Yongjun's last comment.
