   After step-3 createPartitionedTopic, This topic is not owned by any broker,  the assignment is triggered by the lookup request in producer or consumer action.
   If you add this `pulsarClient.newConsumer().subscriptionName("subscriptionName").topic(topic).subscribe();` before step-4,  this unit test will pass. you can try.
