Yes. If the user has edit rights to the page and portlet permissions
that allow him to select portlets, he can compose pages using the
customizer.

Users get new PSML files. These are stored under the /_user/user/ pages
folders. Scan the list archives for references to the Profiler component
to get some idea of how and when these user pages are presented in the
portal.
