Bumping to 1.8.0 only, since it represents a change in behavior of public API, and it's not entirely clear to me that this is a bug (the behavior is undefined).

If we want to apply to an earlier version, we can revisit the discussion about which branch to apply it to.

Also, [~jschwartz73], I believe there were a few comments above that were left unresponded-to, which has held up this patch from getting applied. If you wouldn't mind taking a look at those, I'd appreciate it. If you don't have time, and somebody else wishes to pick up where you left off, that seems fine, too.
