[~kou] I'm not going to get to this today, maybe you can in your day? If not, I can take a look tomorrow.
It might be as simple as adding {{if ARROW_S3 then ARROW_WITH_ZLIB}} and then registering zlib as a dependency in build_awssk in case both are being bundled.
