building applications using libxerces-c1_1.so.........

hi all,
do i need ICU library for building any applications(I'm using only UTF-8 
encoding) along with xerces-c..b'coz I'm getting lot of linker errors saying 
undefined references to all DOM API elements..(in redhat linux 6.2)
