Hi [~pwendell], would appreciate it if you could have this INFRA ticket be announced to Spark dev@ list.

I do not think this ever mentioned or discuss in Spark dev@ list.

In our project we'd like to have the comittership be responsible for assigning JIRA's to people. This is the way it worked before we migrated our JIRA to ASF infrastructure.
