Service unloading in axis2 apache module

Dear list,

I notice that neither the axis2_remove_instance, nor the service skeleton
free function is called when stopping apache service.
Is there something missing on my side ?
Is this the intent or is this a bug in axis2 ?

I am using axis2/c release 1.6.0.
