org.osgi.framework.startlevel.beginning

This property is only for setting the beginning start level of the 
framework, you shouldn't need to set it.

The felix.auto.start property hasn't changed.

I reverted my mistaken tweaks, then did set
org.osgi.framework.startlevel.beginning (can't remember why I did it,
but the start level was set to 2) - all working again.
