That topic says "The following example is a copy of the Basic policy", but the deregisterDriver permission isn't actually part of the Basic policy that's installed automatically by the network server. (Because network server shutdown uses the deregister=false attribute, so it doesn't need the permission.) Maybe the omission was intentional?
