Doc note:  This is documented in the wiki for DROP TABLE and ALTER TABLE DROP PARTITION.

I included DROP PARTITION based on deletePartitionData() in the patch -- please review my changes and correct anything that's not right.  If it's okay, the TODOC14 label can be removed.
