[CANCEL] [VOTE] Release apache-calcite-1.18.0 (release candidate 0)

I am canceling the vote due to https://issues.apache.org/jira/browse/CALCITE-2726 <https://issues.apache.org/jira/browse/CALCITE-2726>.

Thanks to all who voted. I should have a new RC in the next day or so.
