[PR] fix(studio): resolve stale native alerts after resources disappear [rocketmq-dashboard]

## Summary
- add an explicit native metric collection scope so completed collector passes can reconcile missing alert fingerprints
- resolve FIRING/ACKED native alert states when their monitored resource disappears from a successful full scope collection
- avoid false recovery for failed/partial collections, lease loss, and whole-scope unavailable samples
- preserve original alert labels for RESOLVED events and recovery notifications using the latest alert event metadata

Superseded by #2957, which consolidates this change with the related Studio fixes on the current `rocketmq-studio` baseline. The replacement PR is Ready and currently CLEAN/MERGEABLE.
