Review comment:
       I constantly run with this test failure locally as:
   org.apache.iceberg.hadoop.TestHadoopCommits > testConcurrentFastAppends FAILED
       java.lang.AssertionError: expected:<50> but was:<40>
           at org.junit.Assert.fail(Assert.java:89)
           at org.junit.Assert.failNotEquals(Assert.java:835)
           at org.junit.Assert.assertEquals(Assert.java:647)
           at org.junit.Assert.assertEquals(Assert.java:633)
           at org.apache.iceberg.hadoop.TestHadoopCommits.testConcurrentFastAppends(TestHadoopCommits.java:472)
   
   1353 tests completed, 1 failed, 21 skipped
   
   Is this expected?
