  Added:       lib      velocity-0.75.jar
  Removed:     lib      velocity-0.72.jar
  Log:
  updated the velocity.jar to reflect changes to anakia to fix
  the encoding issue. what happens is that the XMLOutputter defaults
  to UTF-8 instead of 8859-1. now anakia will use whatever is defined
  in the velocity.properties for "template.encoding" and defaults to
  8859-1
