Global Macro Encoding

Hy,
all my templates are encoded in UTF8 this works. But I also want to but some 
Macros into the VM_Global_Library.vm. In this file the encoding is wrong, I 
seems that Velocity doesn't recognize it should also use UTF8 for this file. 
How can I change this? I read that its not possible in the moment, is this 
realy true?
