We have all files with Apache headers following our policy documented [here](https://github.com/apache/incubator-openwhisk-release/blob/master/docs/license_compliance.md). We also documented every files in the exclusion list, refer [here](https://github.com/apache/incubator-openwhisk-release/blob/master/docs/license_exclusions.md). So I think we can close this issue.
