XML 1.1 Normalization Checking

Hi everyone,

This is a heads up for all the Xerces-C and Xerces-J developers. I'm not
sure if anyone is already aware of this, but it looks like normalization
checking in XML 1.1 might end up on the cutting room floor because no
implementations of the feature have been made available yet.

He's looking for feedback on www-xml-blueberry-comments@w3.org, so if
either parser will be supporting normalization checking, those intentions
should probably be stated there.
