sample to reproduce the problem
Please render the attached .fo files to see the problem, e.g.
fop -fo messed-up-sample.fo -awt
(pdf renderer shows the same problem)
Please find attached a zip file with two .fo files, one with usage of
space-before attributes and a messed up result. The other is the same but
without the space-before attributes with appropriate result. There's also an
svg image file of a box to fill up space on the page.
Please adjust the url in the fo:external-graphic element in the attached .fo
files appropriate to your environment.

thanks; please do reopen if you can provide a test input file that reproduces
the problem; i'm hoping in the future we can greatly reduce the FOP bug turn
around time so that reporters won't forget the details

I tried reproducing the problem but fop-1.0 seems to raise an exception:
org.apache.fop.apps.FOPException: Requested page number is out of range: 0;
only 0 page(s) available.
It's been so long since I filed this issue that I have forgotten the details
but I'm fairly certain I did not get this exception previously.
I will be fairly busy in the near future and won't likely find any time to put
into this. So it may be better you close this issue and I'll reopen it once I
find the time to play with it again and can provide a minimal reproduction
sample.
