Al arrancar el Tomcat tenemos el siguiente error:

org.xml.sax.SAXParseExceptionpublicId: -//Apache Software Foundation//DTD Struts Configuration 2.3//EN; systemId: [http://struts.apache.org/dtds/struts-2.3.dtd];

lineNumber: 1; columnNumber: 3; The markup declarations contained or pointed to by the document type declaration must be well-formed.

 

Desde el Chrome no descargamos el dtds pero en algunos equipos con el Firefox si nos deja.
