I've uploaded a tentative patch that takes the approach of actually trying to do file system operations in addition to checking File.canRead, File.canWrite, and File.canExecute.  The new checks are only executed on Windows.

I'll also investigate the feasibility of a JNI call to a Windows API.

I'm assuming that an upgrade to Java 7 to use the new file APIs is going to take us a while, so not feasible for the short term.  (Please correct me if I'm wrong about that though.)
