I use a pregoal of war:war to include some files in the webapp before the war is done.
code :
<preGoal name="war:war">
<attainGoal name="extractDependencies"/>
</preGoal>
The goal extractDependencies is executed twice.
(In the outline "war:war:" is writen once and "extractDependencies:" is writen twice.)
I tried to create a preGoal to some other goals with a simple echo in it (tried war:webapp, jar:jar, ...).
I noticed the same problem.

I saw a similar thing when I ran maven (1.0-rc3) from a Unix environment (Solaris).
I was debugging a problem and did something stupid - not realizing that when you extend a project, you also pick up it's properties, I copied the project.xml I was extending to my local directory. Thus my local directory had two different project files and both were being loaded (i.e. one extending the other).
In my local directory, I also had a maven.xml file with some preGoal and postGoals. While I was using both project files, these goals were executed twice. As soon as I extended the project from the proper directory instead of the local directory, the problem went away.

I can't replicate this, and there are tests in touchstone to verify it is only run once.
What goal do you run, just war:war?
Do you have a small project that reproduces the problem?

I have also noticed that my custom goal is getting executed twice.
Here is a snippet of maven.xml
