   ### Issue description
   
   the apixsix give the 504 error  change the timeout config in dashborad but not effective !
   
   ### Environment
   
   - apisix version (cmd: `apisix version`): 2.5
   - OS (cmd: `uname -a`): centos 
   - OpenResty / Nginx version (cmd: `nginx -V` or `openresty -V`): nginx version: openresty/1.19.3.1
   - etcd version, if have (cmd: run `curl http://127.0.0.1:9090/v1/server_info` to get the info from server-info API):
   - apisix-dashboard version, if have: 2.6
   - the plugin runner version, if the issue is about a plugin runner (cmd: depended on the kind of runner):
   - luarocks version, if the issue is about installation (cmd: `luarocks --version`):
   
   
   ### Steps to reproduce
   
   1.  slow upstream up 6s
   2. change the upstream timeout 300
   2. request apixsix then 6s give the 504  request timeout
   
   ### Actual result
   
   504
   
   ### Error log
   
   504
   
   ### Expected result
   
   _No response_
