Navigations Don't Use Search Paths?

After combing through the list archives, people have wondered how to use
Navigations but there are not strong answers on how they work. The only
answer I was able to find was this:

...which in my understanding is saying the search mechanism doesn't work for
Navigation templates, but the current How-To and the How-To referenced in
the above message indicates it does.

So which is it? In the message above it appears that John McNally is correct
in that it doesn't search for the navigation template. If this is true,
what's the point of having navigation templates if they are not switchable?
