Missing {system} Property on ElementDeclaration and TypeDefinition
Components
These components need a URI {system} property which is the namespace of
the type system, e.g. http://www.w3.org/2001/XMLSchema for XSD. Recall
that type systems are extensible. The WG made this change when the
fragment id syntax was reviewed. Some people wanted frag ids for the type
system components, so we added them.
