Maven 1.1: JIRA updated

Hi,

As you can see, I've cleaned house on the core JIRA. Everything is
scheduled, and I've trimmed back beta-1 to be releasable in a near
timeframe. 20 issues, most of which relate to m2'ish things so we can
sort them out now for both. 43 issues for 1.1-beta-2 (which would then
be RC'd and released - nothing else scheduled beyond that).

I'll start passing over the plugin JIRAs at a later date. As long as
they keep working, I'm inclined not to change much there for a next
release except for SCM (+ related), Artifact and possibly Xdoc which I
owe releases to.

If anyone wants to submit patches to issues, now would be a good time :)

release:

- plugin
- changelog
- cruisecontrol
- dashboard
- jar
- multiproject
