what's the difference between RelOptRules#ABSTRACT_RELATIONAL_RULES and BASE_RULES

The rules in ABSTRACT_RELATIONAL_RULES seem pretty "base", why we put them
ABSTRACT_RELATIONAL_RULES, not in "BASE"?
