/dist/apr/old

Hi,

Since we moved to an automatic archiving system there is no
need to handmaintain /dist/apr/old anymore.  I therefore propose
we delete it.  Any old release can be found at:

  http://archive.apache.org/dist/apr/

I'm not sure if we have any references to the /dist/apr/old space,
which is why I haven't gone ahead with the removal yet.
