Append / Add-to Hadoop Archive

I haven't found any conversations on this subject... are there any plans to
add support for appending to Hadoop Archives? Based on my (be it limited)
understanding of archives, it seems that this is technically possible today
on 18.x (with new part files and rewriting of index files), and even easier
with 19.x (with append).
