fair_scheduler.xml does not mention the delay scheduling algorithm. Furthermore, it does not explain that in getAllowedLocalityLevel the preemption timeouts are used to disable the locality delay scheduling for the starved pool when mapred.fairscheduler.preemption=false (default).
