[jira] [Updated] (ACCUMULO-2335) Files with host lists should be checked only when necessary

Josh Elser updated ACCUMULO-2335:
---------------------------------

    Description:
See discussion at ACCUMULO-2329. Basically these files need to be checked only in start/stop scripts, and not always required.

In a bigger picture, the start/stop scripts should be formalized into remote operations (and local if necessary), while the {{accumulo}} script should be formalized into taking specific arguments. This will also help us separate host/network specific logic/configuration and process invocation logic/configuration.
