Axis 1.3 and ?WSDL query error

I recently changed my war file to run packed instead of unpacked. Axis is not
longer able to dynmamically load the WSDL file for my web services using the
?WSDL query. It seems to be a problem with the WSDL paths. Any ideas?

I get an error message like...
