Committership for Todd Lipcon

Hi all,

Just wanted to quickly announce the completion of a committership vote for Todd Lipcon, which resulted in a unanimously positive decision (which of course is entirely unsurprising given Todd's history with the project).

Congrats Todd. Thanks again for all your contributions, both in coding as well as helping lead the charge through the release process. The administrative setup with your account should all be handled shortly.

I can handle the account creation for Todd.
All I need from him is a preferred user id
that's not already in use.
