[RESULT][VOTE] Release Velocity-Tools 1.0

Well, here's the outcome:

I'll get this release out there ASAP.  hopefully tonight, though i'm not sure
i'll get this whole mirroring thing figured out by then; i don't know how to
do this release signing stuff (yet).
