Converted to an enhancement request.

The Manager webapp does not have any functionality to update server.xml, or to
copy webapp directories (or WARs) to the "webapps" directory where they will be
recognized the next time Tomcat starts.  This capability will be supported in
the future by enhancements to the manager, and via the admin webapp's ability
(when completed) to save the current state of the server in an updated
server.xml file.
