Snapshot of the testplan with disabled MC called TF set variables in effect.

According to original description of Test Fragment, as found in
https://issues.apache.org/bugzilla/show_bug.cgi?id=50475, Test Fragment content
was not intended to execute when starting the testplan.

When running the testplan shown in the attachment, the last Test Fragment UDV
values are in effect after executing the enabled Module Controller.

It should probably work like this:
The Test Fragments contained Config Elements should not be executed unless
called for, by an enabled Module Controller in the Thread Group.

I suggest we document that Test Fragment is executed when in parent test plan
so it should be commented by default
