Currently in a gateway admin cannot create new groups. Group creation from the gateway was removed since the roles will not have any access levels, it will be simply creating a role to add users into.

One current gateway client requires to be able to create new roles in the gateway for simple grouping reasons. This feature will be only required till the gateways are updated with currently in progress Group implementation. Until such in gateways admins should be able to create new roles and add users into it. They should also be bale to delete roles and when doing all the user who had that role will loose it.
We don't need to make the role name unique, the gateway admin will be responsible to make them unique when creating.
